Jon Randall Martins, 42, admitted he had a blood alcohol content of 0.18 when the boat he was driving in Marley Creek on Aug. 30 struck a vessel driven by Richard John Hynson, 47, of Glen Burnie. Hynson died of his injuries.
The legal limit is .08.
But even without counting the deaths, Maryland’s 2009 season was grim. Natural Resources Police responded to 299 accidents last season, 123 more than in 2008 and 201 more than in 2006.
That’s plain ugly.

May 21-27 is National Safe Boating Week. The Coast Guard and Coast Guard Auxiliary request that everyone think safety at the start of the boating season. Remember that the only life jacket that can save your life is the one you are wearing. Wear it Maryland!

Maryland Natural Resources Police continued their efforts this week to find the body of a canoeist who sank into the Chesapeake Bay on Saturday as his companion also struggled to stay afloat.Neither 26-

(The boat had only one life jacket for two occupants. The life jacket was not worn and floated away. Victims tread water for two hours. One succumbed to hypothermia the other swam to shore.
This did not have to happen. WEAR your life jacket. You MUST have a life jacket for each and every person in the boat. The life jacket does no good unless you WEAR it. Understand the effects of COLD water on the human body and DO NOT take risks with your life.)
The friend was eventually able to make it back into the kayak safely, but both the victim and his friend were not wearing life jackets.
